The Ministry of Communications explained the rejection of the idea of a possible abuse by the developers of such services.

The Ministry of Digital Development, Telecommunications and Mass Media of the Russian Federation did not support the initiative of the Just Russia deputies to unblock the Telegram messenger during the high-availability period, Interfax reports.

“The proposed amendment to article 15.4 of Federal Law No. 149-ФЗ, if adopted, could result in abuse of the right by dishonest organizers of dissemination of information on the Internet, who will deliberately disseminate information about the activities of state bodies and local governments in order to avoid prosecution,” - The Ministry of Communications said in its recall.

As the agency explained, the terms used in the bill, such as “official service”, are not disclosed in the text and cannot be used, and the wording “current situation” is doubtful and has an extended interpretation.

Last month, State Duma deputies from Fair Russia Fedot Tumusov and Dmitry Ionin proposed a bill to stop blocking Telegram. According to the authors, unsuccessful attempts to block the messenger "damage the prestige of state power."

As noted in the Ministry of Communications, the bill proposed by the deputies "has a high level of discretion, due to the lack of clear criteria for identifying those organizers of information distribution on the Internet, for which an exception may be introduced."
