The introduction of additional identification of users of Internet services by phone number threatens total control, experts say.

The Central Research Institute of Communications (TsNIIS), commissioned by Rossvyaz, will consider the possibility of introducing in the Russian Federation a special system for identifying users of Internet services and virtual telephony using a system for matching a telephone number and a domain name. The cost of implementing such a system will be 32.7 million rubles.

This is a protocol for porting telephone numbers to the Internet domain name system ENUM (Electronic Number Mapping System). A phone number can be converted to a domain so that any user can seamlessly make calls from the Internet to regular phones and vice versa. In order to convert a phone number to ENUM, you need to reverse the order of the numbers in it and add at the end “.e164.arpa” - the domain for phones belonging to the RIPE Internet Coordination Center in Europe.

The ENUM protocol is already used by some mobile operators in Russia to provide calls over Internet Protocol (VoIP).

According to some experts, the introduction of additional identification of users of Internet services by phone number implies total control, because the Unified Identification and Authentication System (ESIA) is already being used for users of government services.
